Born Joe M. Akpan, to the clergy parents, his the co-progenitor of the historic 9,999 Concert, Joe Akpan is the Music Secretary of The Salvation Army, Akwa Ibom West Division and the Director of Akwa Ibom's number one brass band which started just like a tiny seed but this time, planted by the water side....

Joe graduated from the Fine Arts Department of the University of Uyo, but music is his first love growing up in the vineyard, no knowledge is a waste, his creativity is still brought to play in the designing of costumes for his band-DIGITAL BRASS.

Guests at Tones of Inspiration Concert were thrilled by performances by The Salvation Army Band, Songsters, Digital Brass Brand and John Bernard of the Peak Talent Hunt fame, and a special performance by Fadabasi of the Abasi Mmi Ayaya fame amongst other special guest appearances .

At the concert, Joe, who co-incidentally was a year older, offered undiluted classical, contemporary and afrocentric music, with the gospel in the undertone.
